Captain Jim Norman began his tour of duty with the Fernandina Beach Police Department on March 9, 1992 as a Patrol Officer. In 2000, Captain Norman transferred into the Investigative Division where he was assigned to property and evidence. He also acquired the extra responsibilities of equipping the police vehicles. In 2003 Captain Norman transferred into the Administrative Division as Technical Support. He was promoted to Sergeant on October 2, 2005 and to Captain of the Administrative Bureau on September 24, 2006. Captain Norman is responsible for the Police Department’s budget and purchasing, departmental training, Information Systems, building maintenance, and supervises the Communications Center and Records Section employees.
Captain Norman was born in Jacksonville, Florida and lived there until he moved to Nassau County in 1984. Captain Norman graduated from Fernandina Beach High School in 1988. He attended the Police Academy in Jacksonville and obtained his Law Enforcement Certification in 1991.
Since 1993 Captain Norman has served as a Firearms Instructor and oversaw all firearms training within the department. He is also the department instructor in Taser use and has been utilized as a content expert by the Medical Examiner’s Office during an in-custody death investigation involving the use of a Taser.
Captain Norman was the Police Department’s Officer of the Year in 1999.
