Guidelines for operating an NEV (Neighborhood Electric Vehicle)/ LSV (Low Speed Vehicle)

Question: What is an NEV or an LSV?

Answer: FSS 316.2122 Operation of a low-speed vehicle on certain roadways.

(1) The operation of a low-speed vehicle as defined in s. 320.01 on any road is authorized with the following restrictions:

(a) A low-speed vehicle may be operated only on streets where the posted speed limit is 35 miles per hour or less. This does not prohibit a low-speed vehicle from crossing a road or street at an intersection where the road or street has a posted speed limit of more than 35 miles per hour.

(b) A low-speed vehicle must be equipped with headlamps, stop lamps, turn signal lamps, tail lamps, reflex reflectors, parking brakes, rear-view mirrors, windshields, seat belts, and vehicle identification numbers.

(c) A low-speed vehicle must be registered and insured in accordance with s. 320.02 and titled pursuant to chapter 319.

(d) Any person operating a low-speed vehicle must have in his or her possession a valid driver license.

Question: How fast does my NEV/LSV have to go?

Answer: A minimum of 20 mph and a maximum of 25 mph.

Question: Can children and infants ride in my NEV/LSV?

Answer: Yes, per FSS 316.613: children riding in any motor vehicle as defined in this section must be secured in an approved child restraint device.

•    Children 3 years and younger must be in a seperate carrier or integrated child restraint device.

•    Children 4-5 must be in a separate carrier, an integrated child restraint device or a booster seat.

•    Children 6 and over must be able to sit safely while using a seat belt.

Question: Can I be issued a traffic citation while operating my NEV/LSV?

Answer: Yes, the rules and regulations are exactly the same as if you are driving a motor vehicle.

Question: Can I pull over to allow vehicles to pass me?

Answer: Yes, only if it is safe to do so and there is a parking lane to temporarily stop and wait. You cannot continue to drive in the parking lane.
