A Backflow Preventor is to prevent the reversed flow of water, liquids, or substances into the public water distribution system. This is required to keep the water system usable for every customer. This is required by the City Ordinance Section 82-432.C.2.
A Backflow Preventor is required in; Commercial buildings, residential buildings 3 or more stories, buildings with irrigation systems, and buildings that require fire lines.
The Backflow Assembly Test is an annual test to ensure the preventor is operating properly.

Backflow Solutions Inc, or BSI, is a company partnering with the City of Fernandina Beach to help record the tests. They are available for assistance by phone: (800) 414-4990 or on their website; backflow.com.
Any certified plumber or Backflow company can perform this test and report the results. They would have a certificate through an accredited program (i.e.: TREEO, American Society of Sanitary Engineers).
The business/property owner have six months to come in compliance. If they have any questions or concerns, please feel free to contact the Utilities Department.
The business/property owner is responsible for ensuring that either they, or the person performing the test, reports the results.
